NCC Thanks Members of Congress for Introducing the Title VIII Nursing Workforce Reauthorization Act of 2025

On July 14, sixty-two members of the Nursing Community Coalition (NCC) signed onto a letter thanking the Senators and Representatives who introduced the bipartisan, bicameral Title VIII Nursing Workforce Reauthorization Act of 2025 (S.1874/H.R.3593), and urging its passage this Congress.

NCC Reiterates FY 2026 Appropriations Requests to Senate Appropriations Committee

On July 30, sixty-three members of the Nursing Community Coalition (NCC) signed onto a letter to the Senate Appropriations Committee reiterating the NCC’s fiscal year (FY) 2026 funding requests and strong support for the Title VIII Nursing Workforce Development Programs and the National Institute of Nursing Research (NINR). This includes a request of at least $530 million for Title VIII, $210 million for NINR, and preserving NINR as an independent Institute within NIH in FY 2026. This letter comes as the Committee prepares to mark up the Senate FY 2026 Labor, Health and Humans Services, Education, and Related Agencies bill.

  • On July 4, the President signed into law H.R.1, the One Big Beautiful Bill Act. This effort puts forward significant changes in healthcare and higher education, including major cuts to the Medicaid program, new limitations on federal higher education assistance, and the elimination of the Grad PLUS loan program. 
  • On July 16, the House Energy and Commerce Subcommittee on Health held a hearing to examine different bills to support the healthcare workforce, including the Title VIII Nursing Workforce Reauthorization Act of 2025. Witnesses included Dr. Candice Chen, Acting Associate Administrator for Health Workforce at the U.S. Health Resources and Services Administration. Bipartisan support for reauthorizing the Title VIII programs and supporting funding for these programs was reiterated throughout the hearing. Jen Kiggans (R-VA-02) introduced H.Res.593 – Congratulating the Oncology Nursing Society on the occasion of its 50th anniversary, and for other purposes, with House Nursing Caucus Co-Chair Rep. NCC Statement on the President’s Fiscal Year 2026 Budget
On June 3, the Nursing Community Coalition (NCC) released a statement strongly opposing the severe cuts made to key domestic and health care programs, including the proposed elimination of the National Institute of Nursing Research (NINR) and language around potential cuts to Title VIII Nursing Workforce Programs in the Administration’s Fiscal Year (FY) 2026 budget.

NCC Submits Testimony to Senate Appropriation LHHS-ED Subcommittee
On June 4, sixty-three members of the Nursing Community Coalition (NCC) signed onto written testimony submitted to the Senate Appropriations Subcommittee on Labor, Health and Human Services, and Education (LHHS-ED). The testimony featured the coalition’s funding requests of at least $530 million for the Title VIII Nursing Workforce Development Programs and at least $210 million for the National Institute of Nursing Research (NINR), as well as preserving NINR as an independent Institute within NIH in FY 2026.

On June 9, fifty-four members of the Nursing Community Coalition (NCC) signed onto a letter thanking Representative Joe Courtney (D-CT-02) and Senator Tammy Baldwin (D-WI) for introducing the Workplace Violence Prevention for Health Care and Social Service Workers Act (H.R.2531/S.1232).

NCC Thanks Members of Congress for Introducing the Nurse Corps Tax Parity Act of 2025
On June 12, fifty-five members of the Nursing Community Coalition (NCC) sent a letter to Sens. Jeff Merkley (D-OR) and Roger Wicker (R-MS), along with Reps. Brian Fitzpatrick (R-PA-01), Mike Thompson (D-CA-04), and Jen Kiggans (R-VA-02), thanking them for introducing the bipartisan, bicameral Nurse Corps Tax Parity Act of 2025 (S.1548/H.R.3145).

NCC Thanks Representatives Walberg and Courtney for Introducing Legislation that Improves Access to Workers’ Compensation for Injured Federal Workers
On June 23, fourty-seven members of the Nursing Community Coalition (NCC) signed onto a letter thanking House Education and Workforce Committee Chairman Tim Walberg (R-MI-05) and Congressman Joe Courtney (D-CT-02) for introducing the Improving Access to Workers’ Compensation for Injured Federal Workers Act (H.R.3170), as well as urging its passage this Congress. This bipartisan legislation would update the federal workers’ compensation program and authorize NPs to certify disabilities and oversee treatment for injured or ill federal employees under the Federal Employees’ Compensation Act (FECA).
 

NCC Sends Letter Welcoming NINR Interim Director, Dr. Courtney Aklin
On June 30, the Nursing Community Coalition (NCC) sent a letter welcoming the Interim Director of the National Institute of Nursing Research (NINR), Dr. Courtney Aklin. The NCC has a long tradition of working with NINR by supporting the work of nurse scientists, advocating for investments in research and future researchers, and sharing the Institute’s foundational work to improve healthcare delivery across the care continuum.

NCC Statement on the President’s FY 2026 Budget

On May 5, the Nursing Community Coalition (NCC) issued a statement expressing concerns with the Administration’s FY 2026 skinny budget, which proposes the elimination of the National Institute of Nursing Research (NINR) and cuts to education, training, maternal and child health, and other health workforce programs within the Health Resources and Services Administration (HRSA). 

NCC Sends Letter to Congress Outlining Top Legislative Priorities During National Nurses Week
On May 6, all sixty-four members of the Nursing Community Coalition (NCC) signed onto a letter urging Congress to take action on top appropriations and legislative priorities that impact nursing education, workforce, and research. This letter comes as we celebrate National Nurses Week 2025.

NCC Urges Support for Funding Nursing Workforce and Research as the President Honors National Nurses Day

On May 12, the Nursing Community Coalition (NCC) released a statement reiterating its support of funding for the Title VIII Nursing Workforce Development Programs, as well as for retaining and funding the National Institute of Nursing Research, following the Administration’s statement honoring National Nurses Day.

On May 23, thirty-eight Senators signed onto a Senate Dear Colleague Letter requesting $530 million for Title VIII Nursing Workforce Development Programs in FY 2026.

NCC Thanks Congress for Introducing a Resolution Honoring and Recognizing National Nurses Week 2025

On May 28, all sixty-four members of the Nursing Community Coalition (NCC) signed onto a letter thanking the leadership of the House and Senate Nursing Caucuses, along with 16 bipartisan members in the House and Senate, for introducing S.Res.206 and H.Res.389 – a resolution supporting the goals and ideals of National Nurses Week, to be observed from May 6 through May 12, 2025.

On March 20, sixty members of the Nursing Community Coalition (NCC) sent a letter thanking Sen. Jeff Merkley (D-OR) and Rep. Dave Joyce (R-OH-14), along with other cosponsors, for introducing the bipartisan and bicameral Improving Care and Access to Nurses (I CAN) Act (S.575/H.R.1317).

Federal Funding Opportunities: Apply Today

  • Title VIII Nursing Workforce Development Programs:
    • Nurse Corps Loan Repayment Program. This program provides loan repayment to nurses who serve at least two years at a critical shortage facility in a high need area or accredited school of nursing in a U.S. state or territory. Applications are due by April 17, 2025 at 7:30 pm (ET). 
    • Nurse Corps Scholarship Program. This program helps nursing students with tuition, fees, and other educational costs, along with a monthly stipend. Upon graduation, students can work at an eligible health care facility with a critical shortage of nurses (critical shortage facility). Applications are due by April 24, 2025 at 7:30 pm (ET).

  • On March 6, the Nurses Organization of Veterans Affairs (NOVA) published an article warning of the impact that staffing cuts at the U.S. Department of Veterans Affairs will have on veterans’ care and services. To read the article, click here
  • On March 15, the President Trump signed into law the Full-Year Continuing Appropriations and Extensions Act, 2025 (H.R.1968), which was passed by Congress the previous day. This continuing resolution fully funds the federal government at FY 2024 levels through the remainder of FY 2025. 
  • On March 20, the President signed an Executive Order titled Improving Education Outcomes by Empowering Parents, States, and Communities. This order aims to take all necessary steps to facilitate the closure of the Department of Education and return authority to the states. 
  • On March 27, the Department of Health and Human Services (HHS) announced restructuring efforts including:
    • Cutting an additional 10,000 full-time positions across various agencies, including an estimated 1,200 employees at NIH. This would be in addition to the approximately 10,000 employees who have departed HHS thus far. 
    • Reducing the number of regional offices and centralizing many functions, including HR, External Affairs and Policy; 
    • Consolidating 28 divisions into 15, through such action as creating a new Administration for a Healthy America that will consolidate a number of current agencies, including Health Resources and Services Administration (HRSA), which is where the Title VIII Nursing Workforce Development programs are administered. 
  • The Nursing Community Coalition will continue to monitor this ongoing development.

NCC Sends Letter to Congressional Leadership Reiterating FY 2025 Funding Requests

On February 14, all 64 members of the Nursing Community Coalition (NCC) sent a letter to Congressional Leadership, as well as to House and Senate Appropriations Committees, requesting at least $310.472 million for Title VIII Nursing Workforce Development Programs and at least $197.693 million for the National Institute of Nursing Research (NINR) in fiscal year (FY) 2025, as outlined in the bipartisan Senate Appropriations Committee passed bill. The letter urges Congress to avoid a long-term continuing resolution (CR) and provide bold investments in these vital programs, as we near the March 14th CR deadline.

NCC Thanks Members of Congress for Introducing the PRECEPT Nurses Act

On February 28, 55 members of the Nursing Community Coalition (NCC) sent a letter thanking Sen. Mark Kelly (D-AZ) and Rep. Jen Kiggans (R-VA-02) for introducing the bipartisan and bicameral Providing Real-World Education and Clinical Experience by Precepting Tomorrow’s (PRECEPT) Nurses Act (H.R.392/S.131).

Federal Funding Opportunities: Apply Today

  • Title VIII Nursing Workforce Development Programs:
    • Nursing Workforce Diversity Program. This program provides nursing education opportunities to those from disdvantaged and underrepresented backgrounds. Apply by March 18, 2025.
    • Nurse Corps Loan Repayment Program. This program provides loan repayment to nurses who serve at least two years at a critical shortage facility in a high need area or accredited school of nursing in a U.S. state or territory. Applications for this program open soon.
    • Other Health Resources and Services Administration (HRSA) Programs
    • National Health Service Corps Loan Repayment Program. This program awards scholarships to students pursuing an eligible training or degree program for a primary care health profession. Applications for this program open soon.

On January 17, 2025, all sixty-four members of the Nursing Community Coalition (NCC) signed onto a letter welcoming Representatives and Senators to the 119th Congress. The letter outlined shared priorities including support for the Title VIII Nursing Workforce Development Programs and the National Institute of Nursing Research (NINR).
